Directors

This November Attorney Angela Robinson joined the
Board of Directors of DC Greenworks,
the D.C. region's preeminent green roof advocate and educator, as well as a resource for Low Impact Development (LID) consultation,
design and installation. DC Greenworks serves the community by providing training, tools and techniques that both utilize
and protect the environment. Through its efforts, DC Greenworks seeks to strengthen the connection between economy and ecology;
between employment potential and environmental sustainability. Whether it's green roof designs, rain barrel installations,
urban agriculture projects at local schools or "green collar" job training, the organization actively seeks to promote and
deliver cutting edge solutions that are cost effective, eco-friendly and socially beneficial. Angela is excited and honored

negotiations and employee non-compete agreements to trademark registrations and business licensing.

Premium Transit Services, Inc. v. Maryland Transit Authority

A.S. Robinson & Associates achieved a notable victory on behalf of client Premium Transit Services, Inc.
(PTS) of South Bend, Indiana
in a contract dispute against the Maryland Transit Authority (MTA). In its decision, the Maryland State Board of Contract
Appeals ruled in favor of PTS to award contract damages against MTA for wrongful termination and breach of a blanket contract
for brake shoe assemblies. Among other things, the Board found that PTS reasonably interpreted the contract at issue
as a standard “core exchange” (versus “outright buy”) contract and that MTA had reason to know of
the interpretation; that MTA used outdated part information from the bus manufacturer in preparing the contract specifications,
but refused to make equitable adjustments once the error was realized after contract award; and that MTA, in violation of
state procurement requirements to provide fair and equal treatment in the bidding process, engaged in unilateral discussions
with other suppliers both before and after contract award to PTS. The Board also stated that “MTA owes a debt
of gratitude to PTS” for its attempts to comply with the flawed contract provisions as long as it did before ultimately
filing its complaint. The Maryland State Board of Contract Appeals rules in favor of contractors in only about 15 to
25% of the cases it hears. Angela Robinson served as lead in the year-and-a-half
long case, with assistance from Of Counsel Darnita Akers.
